DEVELOPMENT OF GEOGRAPHIC INFORMATION SYSTEM IN EDUCATION BY USING THE RATIONAL UNIFIED PROCESS IN BANDUNG
Education must be obtained and guaranteed by the government with quality and equitable services in all regions in Indonesia. Geographic information systems become one of the solutions that can help the process of equitable education and help the government take appropriate actions. This study discusses how the development of a website-based geographic information system that can be used to map the distribution of educational data in the city of Bandung using the Rational Unified Process (RUP) and Unified Modeling Language (UML) methods for system modeling. The process of making maps in this study uses Quantum GIS (QGIS) software with database storage using PostgreSQL. The output target of this study is in the form of a geographic information system website mapping educational data distribution in the city of Bandung. This website is created as a graphic summary dashboard based on the spatial field of education so that the public and government can easily draw conclusions about the distribution of existing education such as knowing the balance of the number of schools, teachers and students in an area that can affect the quality of teaching and learning activities in schools and the quality of education in that area.

MORINGA OLEIFERA SEEDS AS A LOW-COST BIOSORBENT FOR REMOVING HEAVY METALS FROM WASTEWATER
Heavy metals are considered to be one of the major contaminants of water in recent years due to their non-biodegradable property; hence making them toxic and bioaccumulate to living organisms. Conventional methods such us chemical precipitation, physical treatment through ion exchange are used for removing heavy metal ions from water. These methods are expensive and attributed to incomplete metals removal and high cost of treatment. In recent years, researchers have found alternative low cost and effective method for removal of toxic metals through biosorption process using biological materials. Moringa oleifera seeds is one of the biological materials which has effective adsorption capacity for removal of heavy metals from water and wastewater. In this article, the seeds of Moringa oleifera seeds as a low-cost biosorbent for removal of heavy metals is presented. Moringa oleifera seeds is inexpensive material that contains amino acids. The amino acid is a major constituent of the functional groups that aids in greater ability of heavy metals removal through metal ion exchange or complexation, which is mainly affected by pH, biosorbent dosage, and contact time. Moringa oleifera seeds residues have a greater capacity to absorb heavy metals in a single solution compared to multi ion solution.

MARKETING IN TOURISM - DIRECT MARKETING AS MARKETING COMMUNICATIONS TECHNOLOGY
Marketing in tourism is a systematic adjustment of tourism company policy and political policy at the local, regional, national and international levels in order to meet the needs of tourists and make a profit. The purpose of the paper is to explain how direct marketing, especially as part of a marketing mix, can help facilitate the exchange process in the international and domestic tourism markets. The aim of studying marketing in tourism is to make this concept available in this activity in theoretical, methodological and application terms. Marketing in the tourism industry is in a phase of maturity and is becoming sophisticated, which leads to the fact that the entire industry increasingly accepts the basic principles of marketing: The concept of marketing; Marketing orientation; Meeting the wishes and needs of consumers; Market segmentation; Value ; Product life cycle and Marketing mix (the principle on which the essence of the work is based). Direct marketing activities are based on databases and interactive communication media. Databases enable the selection of the target market (customer), which is acted upon by selecting the appropriate advertising/sales medium. The most famous media of direct marketing are certainly catalogs, direct mail and telephone (telemarketing), while in practice many others are used such as: television, radio, Internet, mobile phones, print, inserts.

CYBER CRIME IN PAKISTAN; DETECTION AND PUNISHMENT MECHANISM
“Cyber Crime in Pakistan; Detection and Punishment Mechanism” addresses improvement of public health and safety policies by focusing on enhancing knowledge about cybercrime, women victimization, the pattern of time spent on the internet, sexual harassment and cyber- bullying and the effect of socio- demographic factors on cybercrime. A quantitative, self-selected research study designed by the researcher and utilizing a voluntary, anonymous internet survey consisting of open and closed-ended questions targeted students attending large universities in Pakistan (N=400), based on Routine Activity Theory (RAT). The results were analyzed through SPSS via directing descriptive statistics, Cronbach’s alpha, and regression analysis to confirm the validity and internal consistency of data and verification of the hypotheses. Results depicted women represent the largest group impacted by cyber abuse. Single women, young adults, and employed students demonstrate increased rates of victimization. Frequent usage of social media may account for increased victimization for women. Time spent online and deficient knowledge of cyber protection measures are positively correlated with digital victimization. Respondents report on inadequate effective and affordable cyber protection and ineffective responses by agencies to cybercrime. Based on the results garnered, and supported by Public Policy Theory, Cybersecurity policies have been proposed to Pakistan’s government.

THE ANALYSIS OF BUREAUCRACY REFORM ON A PUBLIC SERVICE IN THE FIELD OF INDONESIAN COMMUNITY HEALTH
This research aims to analyze and describe issues of bureaucracy reform of health services in Indonesia. By using the literary study, method is through the results of basic health research and the expected results in public service contained in the Grand Design of Bureaucracy Reform. The results of the research have been conducted indicating that the current bureaucracy reform in the field of health services conducted by Indonesia’s Government is not optimal. Because there are still many very difficult provinces get easy access to hospitals. From 34 provinces in Indonesia based on the results of basic health, research on 24 provinces are still very difficult to get easy access to hospitals, and the percentage is still above the national average. Where this condition widely perceived by communities who live or reside in rural areas. These Recombination given in this study are as follows: development of access services of equitable hospital, bureaucracy of Modern health, professionalism and work ethic as well as honest behavior in the management of health bureaucracy system. The application of information technology as a supporting good performance, health bureaucracy organization that has to be started from Low to Middle Community Health Centre (Puskesmas), Health Office and Health Department. Modern Health management should be encouraged towards the professionalism strengthening of good attitude-based work, and the presence of control of each system perpetrators so that misuse of authority can be avoided in order the acceleration of health vision objectives can be realized.

MECHANICAL ANALYSIS OF THE ROTATING DRAWING MANDREL WITH SELECTED BEARINGS CONFIGURATION
Nowadays is important to increase power efficiency in the heat production sector. Tubes with shaped internal surface are one of the possibilities to improve efficiency of heat exchangers. In the fact of this is actual to look on the improvements of the process of forming from the perspective of the tool construction. Presented article is focused on mechanical analysis of the rotating mandrel for cold forming of tubes with shaped internal surface. As a proposed material of the tool was selected heat-treated tool steel. Analyses were performed with selected configuration of the bearings. One bearing was configured as radial and second bearing was configured as radial-axial. A result shows stresses in the mandrel and deformation of the mandrel under a load of forming pressure. Obtained results have potential to enhance knowledge in the area of construction of the forming tools.

ПОЛИТИЧКИ КАРАКТЕР НАЦИОНАЛИЗМА
Крах комунизма деведесетих година прошлог века резултирао је ескалацијом национализма у Европи. Национализам је до данас остао једина политичка идеја о којој се суди на основу њених злоупотреба и појава као што су шовинизам или нацизам. Непра- вда је утолико већа што национализам, према свом изворном значењу, те негативне облике у које може прерасти, осуђује. Рат у бившој Југославији, сукоби у земљама некадашњег Совјетског Савеза, пораст тежњи за независношћу и унутар саме Европске уније и њених чланица (Велика Британија, Велс, Шкотска, Каталонија и др.) су примери какав може бити политички карактер национализма, и у ком смеру се може развијати у зависности од интереса политичке власти која га креира и њиме руководи.

THE INNOVATIVE APPROACH TO INTELLIGENT HELPDESK SYSTEMS DEVELOPMENT
The paper examines the current state and the possibilities of using contemporary approaches and tools in HelpDesk systems development with the aim to examine its disadvantages. Disadvantages are accurately analyzed and the paper gives clear guidance how to eliminate them. It has been noticed that current design and development approaches have their own advantages and disadvantages. The application of the unified approach that combines the best individual characteristics of the existing approaches enables development of an automated HelpDesk system that is capable of expanding its own expertise. By combining unified aspect approach with the zero tolerance model driven approach, a new innovative approach to the development of a wide range of expert systems is obtained. This innovative approach is characterized by the highest possible degree of modularity. The application of the aforementioned approaches has also enabled expansion and improvement of the existing expert systems used for servicing numerous companies operating in various fields of business.

CONDITIONS FOR EFFECTIVE INTERVENTION OF OMBUDSMEN IN ANTI-DISCRIMINATION COURT PROCEEDINGS
It is beyond any doubt that victims of human rights violations are rarely in position to initiate court proceedings fighting systematic discrimination themselves, which makes the role of human rights institutions indispensable. This specific mandate gives rise to numerous questions, such as: to what extent state institution takes the role of the legal representative, what capacities should it possess, on what basis it selects the cases meriting court intervention, is court intervention equally suitable in all areas of human rights protection and which analyzed model from Europe or wider has proved to be the most effective? Article offers analysis of court interventions in federal states with complex government structure and multiple institutions mandated with human rights protection, be it Ombudsmen Institution or Equality Body, court interventions in states with single human rights institution, comparative practice present in various European states, as well as interventions of human rights bodies before European tribunals. Author outlines the legal framework, human resources, and administrative structure that need to be provided, so that court interventions would have the desired effect and generate positive changes. In this process, it is of paramount importance to respect existing legal traditions and intrinsic practices, which proved their practical applicability over time, while any attempt to use legal transplants, with a goal of hastily unification of national legal orders and imposing transnational jurisdiction, can only produce confusion and countereffects.

THE EFFECTS OF MODIFIED CLAY ON CONTROLLED DRUG RELEASE SYSTEMS
Recently, controlled drug release systems have been garnering a lot of attention, due to more targeted and effective approach for delivering drugs to a specific tissue. Because of a specific structure and natural abundance, clays are being added to those systems in order to increase its efficiency and minimize costs. In this study, controlled release kinetics of the drug active substance 5-Fluorouracil was studied, using halloysite clay/polymer drug carriers. For this purpose, the halloysite clay was initially modified with cetyltrimethyl ammonium bromide (CTAB). Drug carriers were prepared by adding modified halloysite clays in the mixtures of polyvinyl alcohol (PVA) and sodium alginate. Firstly, the swelling behaviour of the prepared substances was studied in buffer solutions at different pH. The drug release kinetics from the drug carriers, loaded with 5- Fluorouracil, was observed under a UV-spectrophotometer at 266 nm. Release profiles of the active substance were obtained by studying its release in buffer solutions at different pH. The results showed that the prepared drug carriers with modified halloysite clay were suitable for carrying and releasing of the 5-Fluorouracil.
