SPECIAL FORMS OF CONTROL OF STATE ADMINISTRATION IN BOSNIA AND HERZEGOVINA KOD MLADIH

The thematic conception of the work consists of legal issues of special forms of control of state administrative in Bosnia and Herzegovina (at the state level, the level of federal units and districts). The paper analyzes the structure of bodies that perform this type of control, starting with the ombudsman institutions (Ombudsman for Human Rights of Bosnia and Herzegovina, Ombudsman for Children of Republic of Srpska), and with special reference to the institutions of auditors (of which there are four in Bosnia and Herzegovina). The author will present the organization of these institutions, the election of their members (ombudsmen and auditors), the way they act, and the possibilities they have, as well as the legal mechanisms they can use to protect both citizens and the public interest.

NAJBOLJI INTERES DJETETA U POSTUPKU SMJEŠTAJA DJECE U DOM ZA DJECU BEZ RODITELJSKOG STARANJA

Rad se bavi pitanjem zaštite interesa djeteta u postupku institucionalnog zbrinjavanja u dom za djecu bez roditeljskog staranja kroz implementaciju principa „najbolji interes djeteta“ u centrima za socijalni rad. Namjera autora je bila da se, kroz kvalitativnu analizu, izvrši analiza slučajeva smještaja djece u ustanovu socijalne zaštite kao i metodologije i postupaka koji se sprovode u socijalnoj zaštititi u tim slučajevima. Istraživanje je provedeno prikupljanjem i analizom spisa u Centru za socijalni rad Derventa. U radu je prikazana deskriptivna analiza obilježja slučajeva izdvajanja 26 djece iz 14 porodica u periodu od deset godina (2010 – 2020), te intervencije organa starateljstva. Rezultati su ukazali na zaključak da su djeca izmještena iz razloga postojanja ugroženosti porodičnom situacijom, te da donošenju te odluke prethodi niz opsežnih stručnih postupaka i intervencija. Na kraju je istaknut značaj procjene stručnih radnika organa starateljstva vođenjem principom „najbolji interes djeteta“, te naglašena potrebu unapređenja sistema zaštite djece bez adekvatnog roditeljskog staranja u smislu kadrovskih promjena, sistemskih saradnji, razvoja deinstitucionalizovanog zbrinjavanja djece i unaprijeđenja sistemske podrške porodici.

CONFLICT OF A MEMORY CULTURE IN WESTERN BALKANS

Cultures of remembrance that are officially affirmed by national elites in the Western Balkan countries, that is in the former Yugoslavia, are a source of ongoing conflict. Various collective memories and mutually antagonized interpretations of the past, show that Croats, Serbs, Bosnians, Macedonians, Montenegrins and others who lived together for centuries and decades within a single state, after all interpret and remember their common history in completely different ways. Their social narratives about the past and dominant cultures of memory are predominantly selective, one-sided, intolerant, exclusive. After a long time, they lived together members of different ethnic, religious and national backgrounds and their historically unfinished and unsuccessful attempt to form a common Yugoslav culture and unique Yugoslav identity, a difficult civil war occurred, ethno-nationalism escalated, and people who were very close and very similar to one another, tried to create as much difference and distance between themselves through violence. All national communities that participated in the wars of the 1990s, emphasized defending national culture as one of their main tasks. The warring parties sought to destroy everything that reminded them that different people, their neighbors and friends of a different religion were living there. Today, three decades after these conflicts, they are still prisoners of their attitude to history. The culture nevertheless brings them together and inspires them to understand themselves more and to cooperate better.

CURRENT STATE OF USE OF THE CONCEPT OF CIRCULAR ECONOMY IN THE AUTOMOTIVE INDUSTRY IN SLOVAKIA

We understand circular economy as an economic system that aims to eliminate waste throughout an entire value chain – including manufacturing, production and use. Circular economy is also a way of rethinking our approach to waste and to every single stage of a products´ life cycle. Slovakia has been challenged recently to keep up with the changes the automotive industry is undergoing, including the green and digital transformation. The automotive industry producers have to accelerate innovations based on the required transition towards circular economy, an alternative to the unsustainable linear model of economy. The paper focuses on the principles of circular economy, demonstrated by the example of the Slovak automotive industry. The aim of this paper is to evaluate the current state of use of circular economy aspects in the automotive industry in Slovakia. We found out practical approaches of circular economy incorporated by Slovak automotive producers. In context of circular economy, Slovakia perceives prospective transition to automotive electrics industry, the introduction of new progressive technologies and sophisticated production.

CONSTITUTION AS A STIMULATION FACTOR OF CONSTRUCTION SOCIOCULTURAL CAPITAL

In all areas of society, it is necessary to actively and continuously act on unique (constitutive) rules that apply equally to all and perform non-selective and unprivileged regulation, coordination, organization and limitation of human behavior. These are institutions that can best present their functions. Economics has clearly shown how the real (and even virtual) economic reality works in principle and determined that the role of institutions in society and economy is not only necessary and unavoidable, but also a priority, as a metabasis and meta-mechanism. This paper presents a study of the impact of constitutional (political) rules, economic rules and contracts on the construction of socio-cultural capital. The aim of the research is to prove that all development models that have ignored institutions have proved unsustainable. The constitution has the role of preventing arbitrariness, ie “rule without rules”.

PERFORMANCE CRITERIA IN THE FUNCTION OF CONTROL

Managing the efficiency of a company and, in connection with that, the choice of the way of measuring efficiency is becoming more and more important, especially in the conditions of a modern business environment characterized by complexity, dynamism, uncertainty and heterogeneity. The company, in addition to being in different business environments, also has its own specifics, so the question arises what it means for a particular company to be efficient and what is an adequate model for measuring the efficiency of that company. In general, a good efficiency measurement system involves a set of performance measures, that is, a metric that quantifies efficiency and effectiveness. The paper presents a review of traditional and new integrated models for measuring the performance of enterprises in the function of control.

MARKETING IN TOURISM - DIRECT MARKETING AS MARKETING COMMUNICATIONS TECHNOLOGY

Marketing in tourism is a systematic adjustment of tourism company policy and political policy at the local, regional, national and international levels in order to meet the needs of tourists and make a profit. The purpose of the paper is to explain how direct marketing, especially as part of a marketing mix, can help facilitate the exchange process in the international and domestic tourism markets. The aim of studying marketing in tourism is to make this concept available in this activity in theoretical, methodological and application terms. Marketing in the tourism industry is in a phase of maturity and is becoming sophisticated, which leads to the fact that the entire industry increasingly accepts the basic principles of marketing: The concept of marketing; Marketing orientation; Meeting the wishes and needs of consumers; Market segmentation; Value ; Product life cycle and Marketing mix (the principle on which the essence of the work is based). Direct marketing activities are based on databases and interactive communication media. Databases enable the selection of the target market (customer), which is acted upon by selecting the appropriate advertising/sales medium. The most famous media of direct marketing are certainly catalogs, direct mail and telephone (telemarketing), while in practice many others are used such as: television, radio, Internet, mobile phones, print, inserts.

ACTION-COLLABORATIVE NETWORKS OF THE REGIONAL GOVERNMENT ON LAND AND FOREST FIRE RESTRAINT IN PELALAWAN DISTRICT, RIAU PROVINCE

The problems of forest and land fires continue to overshadow in Riau Province and Pelalawan District including the contributors of fire spots of forest and land fires. The handling and control of forest and land fires run during this time tend to be incidental and focus on the aspect of fire suppression only. The extinguishing and controlling of forest and land fires fire has been undertaken by several agencies in the local government organization of Pelalawan District. While the relationship between the agencies is more information share and informational relationship and the deployment of resource assistance is limited to the capacity of each organization during the occurrence of forest and land fires only, not led to a collaborative multi-disciplinary working approach (inter-organizational collaborative network) in the area of local government. This research aims to Described the management situation of forest and land fires that took place in Pelalawan District, conducting analysis and academic studies on the practice of Network Inter-Organization by controlling forest and land fires (Karhutla) in Pelalawan District, and formulating model Inter-organizational network-based organizations that can be applied to regional government of Pelalawan District in every bureaucracy organizations. The study used a qualitative descriptive approach with reference to literature studies and interview reluct collection by (Agranoff i McGuire, 2003).

ПОЛИТИЧКИ КАРАКТЕР НАЦИОНАЛИЗМА

Крах комунизма деведесетих година прошлог века резултирао је ескалацијом национализма у Европи. Национализам је до данас остао једина политичка идеја о којој се суди на основу њених злоупотреба и појава као што су шовинизам или нацизам. Непра- вда је утолико већа што национализам, према свом изворном значењу, те негативне облике у које може прерасти, осуђује. Рат у бившој Југославији, сукоби у земљама некадашњег Совјетског Савеза, пораст тежњи за независношћу и унутар саме Европске уније и њених чланица (Велика Британија, Велс, Шкотска, Каталонија и др.) су примери какав може бити политички карактер национализма, и у ком смеру се може развијати у зависности од интереса политичке власти која га креира и њиме руководи.
