DIGITALIZATION OF PUBLIC ADMINISTRATION IN BOSNIA AND HERZEGOVINA WITH A SPECIAL FOCUS ON THE FIELD OF IT STAFF MANAGEMENT AND ICT INFRASTRUCTURE MANAGEMENT
Digitization of public administration is a choice that has no alternative. The analysis of public administration in Bosnia and Herzegovina was research through the trends of changes in public administration and refers to: working conditions, access to work execution, developments with IT personnel, business conditions, investments, needs for new technologies, equipment and security. The key factor in every public administration is personnel. In the paper, we have presented an analysis of the employment of IT personnel at the level of B&H and the facts that emerged from the conducted analyses. Management of IT personnel, their need, recruitment and stimulation in public administration is a big challenge. An analysis of the current situation, trends and solutions is given through the available data. In order to digitize public administration, investments are also needed, of course these investments should be well thought out and guided by examples of good practice. Based on available data, analyses of investments in ICT in public administration at the level of institutions of B&H and Brčko District were carried out. An example of good practice was presented and solutions were given.

THE CONNECTION BETWEEN THE PERCEPTION OF MOBBING AND WELL-BEING AT WORK FEMALE EMPLOYEES
Mobbing is a behaviour whose aim is to underestimate and degrade other human beings by means of malevolent language and obscure cruel acts, which gradually undermine one’s proper functioning and affect both one’s mental and physical health (Kostelić-Martić, 2005). Well-being at work refers to all aspects of employees’ workplace life, from how they feel, what their working environment is like, safety at work including physical and psychological safety, job satisfaction, involvement in work and the position they have in the organization. The research problem refers to the examination of the connection between the perception of mobbing and the well-being at work of employees. Individuals who perceive mobbing as present in the organization and who are exposed to this type of stress, have impaired well-being. According to earlier findings, mobbing significantly affects the well-being of individuals at work in a way that impairs it, whereby they experience various psychological disturbances and are thrown out of work activities, because they stop adequately performing work tasks. Also, people who experience mobbing have a decline on motivation, work efficiency, a drop in the feeling of fulfillment, loss of trust, they complain of fatigue and feelings of anger and frustration. Two measurement instruments were used in the research: the mobbing perception scale and the Work Well-being Scale – WBWS, which have satisfactory measurement characteristics. The survey was conducted via an anonymous internet questionnaire, and a representative sample of employees in Bosnia and Herzegovina was used (n=273). The data thus obtained indicates that, statistically, the perception of mobbing is significantly negatively related to well-being (rho=-.382, p<.01), and its two aspects: positive affects (rho=-.531, p<.01), a feeling of fulfillment (rho=-.337, p<.01), and positively related to the negative effects aspect (rho=.592, p<.01), which confirms both the starting hypothesis and its sub-hypotheses. The perception of mobbing in the workplace negatively affects the well-being at work, i.e. higher levels of subjective perception of mobbing go hand in hand with lower levels of well-being at work. Furthermore, higher levels of the perception of mobbing are accompanied with lower levels of positive affects and feeling of fulfillment, and higher levels of negative affects.
Although the consequences of mobbing are felt, to the greatest extent, on an individual level, there are inevitable negative consequences on the organizational level as well. As mobbing has a negative effect on the well-being at work of an individual, it also adversely affects the work and results of the entire organization.

DEVELOPMENT OF NEW SENSORS AND TECHNOLOGIES FOR PRECISION AGRICULTURE
Precision agriculture is becoming increasingly important in modern agriculture as it allows farmers to optimize production and increase yields. This includes the use of sensors and technologies to collect and analyze data on soil, crops, weather, and other relevant factors. However, existing technology still has limitations such as accuracy and coverage over large areas. In order to solve this, new sensors and technologies are being developed, especially those based on artificial intelligence and machine learning, which allow for greater accuracy in data collection. In addition, new technologies such as drones and satellite imagery are being used to map crops and optimize agricultural production. This paper analyzes some of the latest developments in precision agriculture, providing insight into the future development and application of this technology. This work is particularly relevant to farmers, researchers, and companies involved in the development of sensors and technologies for precision agriculture.

CLIMATE VARIABILITY AND CHANGE IMPACTS ON VEHICULAR FUEL CONSUMPTION AND EMISSIONS – A SYSTEMATIC OVERVIEW IN AFRICA
Increasing energy demand has become a major issue of concern globally. Addressing the issue requires the sustainable development of the transportation sector of every nation. Sustainable transport system will meet basic and developmental needs while ensuring equity within and between generations. Fuel consumption and emissions are key issues of importance when considering the sustainability of road transportation. In order to actualize the SDGs, overarching factors impacting on transport vehicle fuel consumption and emissions should not be compromised. Weather being one of such factors is understudied especially in Africa based on the authors knowledge from literature. Consequently, the review accentuates on how weather parameters affect fuel consumption and emissions throwing more light on similar studies that have already been conducted to facilitate replicability in Africa. ‘Google scholar and Scopus’ were used to obtain relevant literature database from 2000-2022. In total, 111 articles were systematically reviewed, out of which 41 were from Europe, 38 from America, 23 from Asia and 7 from Africa. Among the weather parameters reviewed, temperature was the most pronounced with percentage share of 46 % followed by air pressure 16%, precipitation 15%, humidity 12%, wind 11%. All the weather factors strongly impacted on vehicular fuel consumption and its concomitant greenhouse gases emissions based on the results depicted by the review. Climate variability and change is detrimental to fuel consumption and emissions and should not be overemphasized when making road transport policies and decisions.

THE INFLUENCE OF WORK MOTIVATION, TRAINING AND WORK PERFORMANCE DISCIPLINE OF THE STATE CIVIL APPARATUS AT CIVIL SERVICE POLICE UNIT KNOWN AS “SATPOL PP” AND MERAUKE DISTRICT FIRE DEPARTMENT
This study aims to examine and analyze the influence of work motivation, training and work discipline of the State Civil Apparatus at Civil Service Police Unit known as “Satpol PP” and Merauke District Fire Department. This study used an associative quantitative approach using saturated sample techniques so that the number of samples amounted to 106 people. Data sources use primary data and secondary data with data collection techniques through field studies and literature studies. Measurement of variables is done using the Likert scale with data analysis done by using Statistic Product and Service Solutions (SPSS). The results of the analysis shows that the motivation of the work had no influence on the performance of the State Civil Apparatus at Civil Service Police Unit and Merauke District Fire Department. Those Training effects on the work performance of the State Civil Apparatus at Civil Service Police Unit Office and Merauke District Fire Department. The Work discipline affects the performance of the State Civil Apparatus at Civil Service Police Unit and Merauke District Fire Department. The results of the determination test shows that the variables of work motivation, training and work discipline had an effect on the performance of the State Civil Apparatus at the Civil Service Police Unit and Merauke District Fire Department by 67.8% and the remaining by 32.2% were other variables that were not examined in this study.

MONEY LAUNDERING AS A DESTABILIZING FACTOR OF A SOCIETY
As a potential candidate for membership in the European Union and Bosnia and Herzegovina, a country committed to the Euro-Atlantic integration process has committed itself to strengthening the rule of law and strengthening institutions in the field of justice and home affairs. One of the important activities in this process is the adoption and implementation of public policies in the field of combating money laundering, bearing in mind that this social scourge in its manifestations is the greatest threat to the stability and smooth functioning of a country. Money laundering is a global problem of the twenty-first century. As a form of economic crime, the money laundering process is represented both nationally and internationally.
Although there are a large number of definitions of money laundering, it can be said that it consists of shorter or longer movements of funds acquired through illegal activities, in order to obtain seemingly legal means through the cycle of transformation. The complexity of the fight against money laundering and the problems of combating various forms of money laundering go beyond the possibilities and efforts undertaken by the competent authorities and government institutions. All countries should go ahead of money launderers, that is, they should go ahead in designing and prescribing methods and ways of fighting, but they should also not allow criminals to use a corrupt and unregulated institutional framework and gain lucrative money laundering income.

GENERAL PRINCIPLES OF CONTRACT LAW AND ADMINISTRATIVE CONTRACT
An administrative contract is a specific contract with a special legal regime, subjects and characteristics that classify it as an institute between private and public law. The paper presents a comparative analysis of the general principles of contract law, and above all civil (private) law and administrative contract. This analysis should answer the questions of the basis of the contractual obligation, ie the basic elements that create a contractual obligation. The paper presents the most important principles, as well as general elements of the contract on the one hand and basic characteristics of the administrative contract on the other, in order to better understand their legal nature, similarities and differences, especially the legal nature of the administrative contract and its place in contract law.

PSYCHODYNAMIC ANALYSIS OF MURDER WITH INCESTIOUS BACKGROUND
Incest as a sexual behavior psychiatry observes solely as a psychopathological phenomenon. The essence of incest is in sexual contact between close relatives, and the causes of its occurrence are in a personality of sex offenders and also in an environment in which they grew up. According to Freud, the incest taboo is one of the strongest prohibitions of the mankind, which characterize every culture. In the world of schizophrenic, incest which is committed (or from which they defend themselves) is usually that is considered a serious sin by people and which is rare among healthy population, and that is: incest between mother and son, and between brother and sister. So far researches emphasize that incest usually causes strong emotional trauma from which some phobias, depression, anxious states can be developed and other psychiatric disorders. The case of murder in family is analyzed in this task. Incestuous relationships determined a form and content of the patient’s clinical picture which was burdened with deep feelings of guilt, anxiousness, fear and depression, with homicide and suicide behavior.

DENTAL IMPLANT MATERIAL (POLYETHERETHERKETONE, TITANIUM AND ITS ALLOYS, ZIRCONIA)
The goal of this article is to inform the reader of three distinct types of biomedical materials applied in the production of dental implants, focusing on characteristics and categorizations of biomaterials based on: titanium (Ti + its alloys), commercially manufactured synthetic polymers (polyetheretherketone) and ceramic materials (zirconium dioxide). Considering the development and construction of implants, specific material requirements are named (mechanical properties), corrosion resistance, compatibility, morphology, etc. Each of these materials represents a specific group of biomedical materials and has a number of advantages. However, in relation to the differences in their nature (metal, plastic, ceramic base), it is necessary to approach the choice of material for dental implants with respect to the specific implant design and the patient’s health limitations.

TESTING OF SMALL HOUSEHOLD BIOMASS BOILERS FROM THE ASPECT OF WASTE GAS EMISSIONS
The use of biomass for energetic purposes is actual issue from different aspect of views, such as economy, used technologies, combustion specifications, environmental issues, etc. Different types of biomass are available on the market today. During the combustion process in furnaces, these types of biomass behave differently due to their specific physicochemical properties. In this research, used biomass types were wood biomass, soybean straw and chamomile waste from medicinal herbs processing. Pellet combustion was performed in a commercial furnace that was designed to heat the living space by burning wood pellets. Furnace was installed with measurement system for emissions of combustion products. The current law regulation of the Republic of Srpska in the field of environmental protection does not include testing of emissions of combustion products for plants with power less than 100 kW. In this research, the influence of pellet type on concentrations of carbon monoxide and nitrogen oxides was investigated, as well as the volume content of oxygen in the waste gas for plants with power less than 100 kW. Also, it was investigated whether the addition of additives (clay, kaolinite, bentonite), used to improve the melting characteristics of ash, has an effect on reducing the emission of combustion products. The results obtained by measuring the gas emissions are compared with the standard EN 14785 which is related to the emission of carbon monoxide and nitrogen oxides. During this research, characteristic of ash left after combustion of tested pellets was examined. According to these examinations, it can be pointed out that potential problems can occur when burning these types of pellets in small household heating furnaces.
